Introduction

This research explores factors that influence commissioning of earlier and preventative services. These services aim to improve outcomes and reduce long-term demand on public services. The research is aimed at policymakers and organisations involved in commissioning, planning and delivering public services.

Findings

The research found that earlier and preventative services can improve outcomes and reduce long-term costs. However, funding and decision-making systems often prioritise short-term needs. This can make it difficult to invest in prevention.

The research found that:

  • organisations often prioritise immediate service pressures

  • savings from prevention may appear in different parts of the system

  • partnerships across organisations can support more coordinated planning and delivery

  • social investment can help fund preventative services
