Introduction
This evaluation assesses how well the Coronavirus Community Support Fund (CCSF) was delivered during the COVID‑19 pandemic. It looks at whether the funding reached the intended organisations, how well the process worked, and what can be learnt for future funding.
The report is for funders, policymakers and organisations interested in how emergency funding programmes work in practice.
Findings
The report found that CCSF funding reached the organisations, people and communities it was meant to reach. Applicants were satisfied with the application process and the speed of decision making.
Many groups used the funding to adapt services, move support online, meet increased local needs and maintain essential services during lockdowns.
The rapid delivery model allowed money to reach communities at pace, but it created pressures for both applicants and funders.
Organisations said the funding helped them stay open, support vulnerable groups and strengthen partnership working.
The report also highlights lessons about administering emergency programmes, including the importance of:
flexibility
thinking about sustainability and long-term impact
planning early for the resources needed to work quickly
using existing relationships and processes to get funding out quickly and effectively
