Introduction
This research explores how positive and lasting change happens in the Big Local programme. It looks at how resident-led action, place based funding and local partnerships support change in disadvantaged areas.
The research aims to inform funders, policymakers and organisations interested in community-led development.
Findings
The research found that lasting change and action in communities takes time and often happens through gradual local progress. Resident leadership and long-term funding were important factors that helped communities build:

The findings show that community programmes alone cannot create wider economic or structural change, but they can strengthen social connections and community capacity.
