Introduction
This research explores how power works within Big Local areas. It looks at how residents share decision-making with others and influence local change. It examines participation, influence, inequality and how different voices shape decisions, and identifies ways to share power inclusively. The study aims to support people involved in the Big Local programme and those interested in community-led action.
Findings
The research found that residents gained confidence and influence through their role in partnerships. Over time, many partnerships shifted towards stronger resident leadership. Power was shaped by:

Inclusive participation strengthened decision making
strong relationships supported open discussion and challenge

external agencies did not always adapt to resident-led ways of working
