Introduction

This report brings together learning from local evaluation work across the 5 A Better Start (ABS) partnership areas:

  • Blackpool

  • Bradford

  • Lambeth (London)

  • Nottingham

  • Southend

It looks at how ABS services are delivered, how they work in practice, what has helped or hindered delivery, and how partnerships work with families.

It’s written for:

  • funders

  • policymakers

  • researchers

  • ABS delivery teams

Methodology

Findings

The report found that ABS partnerships delivered services in flexible and adaptive ways shaped by local need.

Many projects made changes to maintain delivery, including adjustments during the COVID‑19 pandemic. Approaches that improved engagement included:

  • trusted relationships

  • outreach

  • culturally sensitive practice

  • involving parents in shaping services

Collaboration between partners, clear governance and strong communication helped delivery run smoothly.

The synthesis also found links between good implementation and positive outcomes, including improvements in children’s:

  • diet

  • social and emotional development

  • communication

Some projects showed early signs of systems change, such as better coordination across agencies and shifts towards earlier support for families.
