Introduction

This research evaluates funding provided by The National Lottery Community Fund during the COVID-19 pandemic in England. It looks at how voluntary and community organisations used emergency funding to support people and communities.

The findings aim to inform funders, policymakers, and community organisations.

Findings

The research found that the Fund distributed 7,216 emergency grants, reaching an estimated 4.3 million people.

This funding helped voluntary and community organisations respond to urgent needs that the pandemic created. Organisations adapted services and reached people who faced increased risks during lockdowns.

The research found that:

  • funding helped organisations provide food, essential supplies and practical support

  • projects supported people experiencing isolation, stress and declining wellbeing

  • community organisations adapted services quickly using local knowledge and networks

  • volunteers and partnerships helped organisations reach vulnerable groups

  • flexible funding allowed organisations to respond to rapidly changing needs

The research also found that many organisations strengthened local partnerships and developed new ways of providing services. This includes digital support and remote activities.
