Introduction

This learning summary explores how Early Action Neighbourhood Fund (EANF) projects used data and evidence to understand and demonstrate their contribution to early action. It shares findings on the role of evidence, evaluation expectations, and practical challenges in measuring impact.

Findings

The learning summary found that EANF projects:

  • benefited from having a designated evaluation lead to embed evidence-based practice

  • faced major challenges accessing public sector data, requiring senior approval to release information

  • used public sector data effectively when available, strengthening their credibility with stakeholders

  • found attribution difficult and focused instead on plausible evidence informed accounts of contribution

  • needed evaluation approaches that could adapt to changing project needs and priorities
