Introduction

This research explores place-based partnerships in the ABS programme. It examines how local organisations worked together to improve early years support. The research aims to identify learning about strengthening local systems through collaboration.

Findings

The research found that place-based working helped organisations align their work around shared local priorities. Clear governance and strong leadership supported progress. Trust between organisations improved coordination and reduced duplication.

  • strong local leadership supported joint decision-making

  • clear structures improved accountability and oversight

  • involving families strengthened local planning and design

  • change required time, stability and sustained investment

These findings show that place-based approaches can strengthen early years systems when relationships and structures are well developed.
